New Directors Bring Expertise in Healthcare Reform and Public Policy to Expand Board and Enhance FAIR Health’s Mission

NEW YORK, Oct. 21, 2026 /PRNewswire/ — FAIR Health, Inc., has elected Lynn Barr, MPH, and Zirui Song, MD, PhD, to its Board of Directors. A national, independent, nonprofit organization with the mission to supply objective, unbiased information for all stakeholders to improve healthcare quality, access and affordability, FAIR Health is governed by a Board comprising leaders from all parts of the healthcare sector.

Ms. Barr is a healthcare entrepreneur and policy leader who has spent her career transforming rural and safety-net health systems into sustainable, high-performing organizations. Before turning to healthcare reform, Ms. Barr shepherded four start-up companies and 12 medical inventions through the US Food and Drug Administration and into markets worldwide, then earned her MPH in Health Policy and Management from the University of California, Berkeley. She went on to serve as chief information officer at a rural hospital in California, where she forged an alliance of eight unrelated rural hospitals and six Federally Qualified Health Centers in California, Michigan and Indiana, serving 12,000 patients as the nation’s first National Rural Accountable Care Organization (ACO). Ms. Barr founded Caravan Health to manage the ACO’s services, leading the development of nationwide programs that improved patient care and helped providers achieve financial success, and saving Medicare more than $500 million while returning roughly half that amount to rural providers across 44 states. Ms. Barr sold Caravan Health, now operating as CVS ACO, to Signify Health, a division of CVS Health, and went on to establish the Barr Family Foundation, which supports rural health, underserved communities, education and the environment. She currently serves as a commissioner on the Medicare Payment Advisory Commission (MedPAC), advising Congress on Medicare payment policy. Ms. Barr has an MPH in Health Policy and Management from UC Berkeley.

Dr. Song is a Professor of Health Care Policy and Medicine at Harvard Medical School and general internist at Massachusetts General Hospital (MGH), where he practices primary care and attends on the inpatient teaching service. His research focuses on the health and economic effects of public policies and private sector interventions. He has worked federally on Medicare payment policy and with state policy makers on healthcare access and affordability. He currently serves on the Massachusetts Health Care Affordability Working Group. At Harvard, he directs admissions for the PhD program in Health Policy and leads the Health Policy track of the MGH Internal Medicine Residency. He teaches health policy courses for Harvard medical and dental students, Mass General Brigham residents and Harvard Executive Education cohorts. Dr. Song serves as Associate Editor of JAMA Health Forum and on the Editorial Board of Health Affairs and Health Services Research. He is an elected member of the American Society for Clinical Investigation and National Academy of Social Insurance.

“We are excited to welcome Ms. Barr and Dr. Song to the FAIR Health Board” said Robert Parke, Chair of FAIR Health’s Board of Directors. “Their experiences in healthcare reform, medicine and public policy will enrich our discussions.”

“We are delighted to announce two such excellent additions to the FAIR Health Board” said FAIR Health President Ray Campbell. “Ms. Barr and Dr. Song bring exactly the kind of expertise, knowledge and perspective needed to continue to achieve our mission.”
